A Study on Care Managers¡¯ Role in the Long-term Care System

Abstract
The first political priority given by the goals of the Long-term Care System is the quality of the service, and professional manpower is absolutely needed to provide the service. In this regard, this thesis aims to study on care managers¡¯ role in executing the Long-term Care System.The following are proposals to successfully establish the Long-term Care System in 2008.First, stipulations about care managers shall be specified in the Long-term Care Act.Second, provisions about the processes and evaluation of care management shall be suggested in the Long-term Care Act.Third, standardized curriculums for care managers shall stipulated in the ordinances of relevant government agencies.Fourth, criteria for government-recognized care managers shall be stipulated.Fifth, the role of care managers shall be actively introduced.Local society-centered care management laws shall be proposed in the Long-term Care Act. Care managers shall not work simply as a service connector but have expertise and autonomy to exactly understand the desires and purposes of the users of the service and connect such understanding of theirs with the appropriate services. When care managers play their proper role, the said system will continually develop. In Korea which has poor resources and where services are poorly integrated, care managers shall not simply play as a cost manager, key worker, or administrative model but also play as an inclusive model of care management.
